Cascadia Behavioral Healthcare replaced an aging clinic with a campus that treats health and housing together. The two-story Garlington Health Center combines medical and mental healthcare with preventative care, wellness classes, and lifestyle resources. Next door, Garlington Place provides 52 affordable homes for Cascadia clients, veterans, and North and Northeast Portland families displaced from the neighborhood.

Interface was brought on to make sure both buildings earned Earth Advantage certification, which requires performance at least 10% better than Oregon energy code, and tracked performance against that target through design and construction. The 67,750 square foot campus sits on a 1.5-acre site. Early planning weighed a single combined building against two separate ones. The team chose to separate them, placing the housing on the quieter side street to fit the residential neighborhood and allowing a simpler, more cost-effective fire/life safety approach for each building. In the housing, increased wall insulation and air sealing reduce heating and cooling loads, while efficient plumbing fixtures and Energy Star appliances cut water and energy use in every unit. Sunshades on the south and west façades bring in daylight while limiting heat gain. The results: Earth Advantage Commercial Gold for the health center and Earth Advantage Multi-Family Platinum for the housing.
